Md. Sadequr Rahman Bhuiyan is a seasoned Climate Change, Water Resources, and Climate-Resilient Infrastructure Specialist with over 16 years of professional experience in Bangladesh. He is currently serving as a Climate Resilient Infrastructure Specialist/Design Engineer under the Climate Resilient Infrastructure Mainstreaming Project (CRIMP) at the Climate Resilient Local Infrastructure Center (CReLIC) of the Local Government Engineering Department (LGED), where he supports the integration of climate adaptation and resilience into local infrastructure systems.
Mr. Bhuiyan holds a Master of Science in Water Resources Development from the Bangladesh University of Engineering and Technology (BUET) and a Bachelor of Science in Civil and Environmental Engineering from Shahjalal University of Science and Technology (SUST). His academic and professional work focuses on climate risk assessment, flood hazard and vulnerability mapping, flash flood forecasting, hydrological and hydrodynamic modeling, and the planning, design, and piloting of climate-resilient infrastructure.
Throughout his career, he has worked extensively on national and donor-funded projects supported by organizations such as the Green Climate Fund (GCF), IFAD, the World Bank, UNDP, and the Government of Bangladesh. His experience includes leading bio-engineering and nature-based solutions, feasibility studies, environmental and climate risk assessments, impact evaluations, and the development of early warning and forecasting systems, particularly in haor, coastal, riverine, and urban flood-prone regions of Bangladesh.
Md. Masudur Rahman is an accomplished Information and Communication Technology (ICT) professional, Knowledge Management specialist, software engineer, and data analyst with over 20 years of experience in designing, developing, and managing digital solutions for public and private sector organizations. He currently serves as a Knowledge Management and ICT Specialist at the Climate Resilient Infrastructure Mainstreaming Project (CReLIC) under the Local Government Engineering Department (LGED), Bangladesh.
Throughout his career, Masudur has demonstrated expertise in software engineering, database design, business intelligence, data analytics, knowledge management, and digital transformation. His technical competencies include .NET technologies, PHP, CodeIgniter, SharePoint, Power BI, database administration, and enterprise application development. He has successfully contributed to the planning and implementation of information systems that support organizational efficiency, decision-making, and knowledge sharing.
At LGED, he plays a key role in promoting institutional knowledge management practices, strengthening ICT infrastructure, and supporting climate-resilient development initiatives through innovative technology solutions. He is actively involved in developing policies, guidelines, training programs, and strategic frameworks for integrating modern digital technologies and knowledge management systems within government organizations.

Syed Mahbub Ahsan Shimul was born into a culturally oriented family in the town of Madaripur. He completed his SSC from United Islamia Government High School and his HSC from Government Nazimuddin College in Madaripur. He later obtained his master’s degree from Jagannath University followed by an MBA from a private university.
During his student life he worked for the fortnightly Onnodayn and the Daily Jaijaidin, Ntv. He then served for nine years at an NGO funded by USAID. Afterwards he joined the LGED headquarters as a Media Consultant. In the meantime he also worked as a Communication Expert in two projects under UNDP and WHO.
He is currently employed as a Media and Communication Specialist in the LGED CRIMP-CReLIC Project. Several of his feature articles on climate, nature and environment and waste management have been published in national daily newspapers. He continues to write on contemporary issues.
In his personal life he is the father of one daughter who is currently studying at the University of Dhaka.
