On September 10, 2023, Mollah Mohammad Shahnawaz, holding the position of Additional Chief Engineer, undertook the role of Director at Climate Resilient Local Infrastructure Center (CReLIC), LGED. This appointment underscores his dedication to advancing resilient infrastructure and his esteemed leadership in the field.
Born on January 1, 1965, in Jessore, Bangladesh, Mollah Mohammad Shahnawaz is a highly accomplished civil engineer known for his significant contributions to the field. His journey towards excellence commenced at Jessore Zilla School, where he achieved an outstanding first division in 1980. Continuing his pursuit of academic merit, he pursued HSC at M.M. College Jessore, graduating with another remarkable first division in 1982.
Driven by an unwavering passion for engineering, Mollah Mollah Mohammad Shahnawaz furthered his academic endeavors at the prestigious Bangladesh University of Engineering and Technology (BUET), obtaining a Bachelor of Science degree in Civil Engineering in 1988. This academic achievement served as the cornerstone for his future accomplishments in the engineering sector.
His professional journey began on November 4, 1989, when he assumed the role of Upazilla Engineer at the Local Government Engineering Department (LGED) in Jhalokathi. From the Outset, he demonstrated an unwavering commitment to serving his community through his expertise in engineering.
Mollah Mohammad Shanawaz’s steadfast commitment to engineering excellence, complemented by his impressive educational background and extensive professional experience, positions him as a highly respected figure in the sector of civil engineering in Bangladesh. Engr. Md. Abdul Khaleque joined as the executive engineer at CRIMP and CReLIC, LGED, on 22nd September 2022. At the beginning he joined as Assistant Engineer at LGED headquarters on 26th February 2006. Then he was posted as Upazila Engineer at Char Bhadrason Faridpur, Muksudpur Gopalgonj, Dumuria Khulna, Kumarkhali Kushtia and Ishwardi Pabna from March 2006 to September 2019. His last field-level posting was in the executive engineer office of Pabna as a senior assistant engineer till September 2021.
Md. Abdul Khaleque was born in a noble Muslim family on 1 February 1978 in the village Chandpur under Harinakunda Upazila District Jhenaidah. His father, Late Md. Golam Mostafa and Mother Mrs. Majeda Beguem. He completed his primary education at his village primary school and took the SSC examination from Shaheed Smrity Biddapith, Chaklapara, Jhenaidah, in 1993 with 1st division. From Bogura Polytechnic Institute, Bogura, he completed his Diploma in Civil Engineering, securing 1st division (6th place in national Merit) in 1996. He has completed his BSc. Engineering in Civil under Dhaka University of Engineering and Technology (DUET) in 2002 with a CGPA of 3.53 (3rd in order of Merit). In 2022, Md. Abdul Khaleque completed the “Master in Climate Change and Sustainable Development” degree from the Asian Institute of Technology (AIT) Thailand. In the meantime, he earned an MBA from Northern University, Bangladesh, and a PGD in Project Management from the Academy of Business Professionals.
Due to his interest in constantly learning new things to improve his skills in the workplace, he has taken a lot of training in domestic and abroad. Including Foundation, Procurement, and e-GP training, he has taken different training about construction methodology, quality control and management in Bangladesh. He attained training on “Rural infrastructure maintenance and management system” from Don Mariano Marcos Memorial State University Philippines and Universitas Indonesia, Jakarta 2012. Another foreign training and study tour on “Climate change and its adverse effects on developing countries” from Austria, Germany, and France 2017. He also visited Slovakia, Malaysia, India, Singapore, Turkey, and Cambodia.
Engr. Md. Abdul Khaleque is known in LGED as a brilliant, honest, competent, and hardworking engineer. He is also well-known as a good trainer and sound engineer of procurement, quality Control, and overall construction management in civil engineering works at LGED. His contribution to the country’s overall socio-economic development through infrastructure development is unlimited. His interest, competence, and expertise in topical issues such as climate change, disaster risk reduction, and risk-informed development make him unique at LGED.

Arpan Paul is currently an Assistant Engineer at the Local Government Engineering Department (LGED), where he has been working since May 24, 2021. He is dedicated to improving local infrastructure and community development. Arpan excelled academically, achieving outstanding GPAs in both secondary school and college. He graduated from the Bangladesh University of Engineering and Technology (BUET) with a first-class degree. He began his professional career as a Research Assistant at the Military Institute of Science and Technology (MIST) and later joined the Institute of Water and Flood Management (IWFM) at BUET. Arpan has also held leadership positions in extracurricular activities, such as the Notre Dame Writer’s Club and the Gregorian English Club. He possesses specialized skills in training, planning, and monitoring, making him effective in project implementation. Outside of work, Arpan enjoys writing poems, listening to music, and reading.
