Engineer Md. Anowar Hossain is a highly accomplished professional with over three decades of experience in water resources management and infrastructure development. Born on October 26, 1966, in Sonartek, Kalatiya, Keranigonj, Dhaka, he has consistently excelled throughout his academic and professional journey, earning a reputation for excellence and dedication.
Md. Anowar Hossain began his education at Kalatiya High School, where he demonstrated exceptional promise, graduating with a first division in 1981. He continued his academic pursuit at Govt. Titumir College, where he once again excelled, achieving the first division in his Higher Secondary Certificate (H.S.C.) in 1983. His passion for engineering led him to Khulna University of Engineering & Technology (KUET), where he earned his bachelor’s degree in engineering. Furthering his expertise, he obtained a Master of Engineering in Water Resources from the prestigious Bangladesh University of Engineering & Technology (BUET) in 2011, graduating with distinction.
Engineer Md. Anowar Hossain began his professional career on July 18, 1990, as an Upazila Engineer at Azmirigonj, Hobigonj. His dedication, technical proficiency, and leadership skills have successfully implemented numerous infrastructure projects. His efforts earned him the prestigious Asian Development Bank (ADB) Award for Good Project Implementation, highlighting his commitment to excellence and impactful work.
On January 1, 2025, Md. Anwar Hossain assumed the post of Additional Chief Engineer and Director of Climate Resilient Local Infrastructure Center (CReLIC) at LGED headquarters in Dhaka for the 2nd term. In this role, he leverages his vast expertise to develop sustainable and resilient infrastructure solutions, addressing the challenges of climate change and urbanization.
Md. Anowar Hossain’s career reflects a deep commitment to innovation and sustainable development. Residing at 96/H, Azimpur Govt. Quarter, Dhaka 1205, he continues to dedicate himself to advancing engineering practices and contributing to the progress of Bangladesh. His remarkable achievements testify to his unwavering dedication, technical acumen, and visionary leadership.

Fatema Ismat Ara

Senior Assistant Engineer, CReLIC, LGED

Fatema Ismat Ara is a Senior Assistant Engineer at CReLIC under the Local Government Engineering Department (LGED). She joined LGED in August 2011. She has established herself as a highly skilled and dedicated professional with a robust academic and technical background.
Her academic journey began at Motijheel Government Girls’ High School and continued at Begum Badrunnessa Government Girls’ College. She earned her B.Sc engineering in Civil from Chittagong University of Engineering & Technology (CUET). Further, she strengthened her qualifications with an Asset Management Certification from the Institute of Asset Management (IAM). She is studying for her M.Sc. at the Institute of Water and Flood Management (IWFM) under Bangladesh University of Engineering and Technology (BUET), enhancing her expertise in water resource management and infrastructure development.
Fatema has acquired a wide range of specialized skills throughout her career through extensive training. She completed “Procurement of Goods, Works, and Services,” an Information & Communication Technology (ICT) course, and advanced training in structural design using STAAD Pro at LGED in Dhaka. Her dedication to continuous learning and excellence underscores her contributions to the engineering field.

Arpan Paul

Assistant Engineer (AE), CReLIC, LGED

Arpan Paul currently holds the esteemed position of Assistant Engineer (AE) at the Local Government Engineering Department (LGED), where he has been contributing his expertise since May 24, 2021. His role at LGED involves engaging in vital projects to enhance local infrastructure and community development, showcasing his commitment to driving positive change at the grassroots level.
Arpan’s journey toward excellence commenced with his academic pursuits. He completed his secondary education at Saint Gregory’s High School and College in 2006, earning an impressive GPA of 5.00. He furthered his educational journey at Notre Dame College, graduating in 2008 with an equally remarkable GPA of 5.00. His dedication to his studies paved the way for his enrollment at the prestigious Bangladesh University of Engineering and Technology (BUET), where he earned a first-class degree in 2014.
With a solid academic foundation, Arpan ventured into the professional world. In February 2015, he began as a Research Assistant for the Higher Education Quality Enhancement Project (HEQEP) at the Military Institute of Science and Technology (MIST). His analytical prowess and dedication to research contributed significantly to various initiatives.
Continuing his path of impactful contributions, Arpan became a Research Assistant for the Japan International Cooperation Agency (JICA) Project at the Institute of Water and Flood Management (IWFM), BUET, in June 2015. In this role, he was pivotal in devising strategies to prevent and mitigate floods and storm surges. His commitment to addressing pressing environmental challenges demonstrated his dedication to building a more resilient future.
Arpan’s influence extended beyond his professional endeavors, as he assumed leadership roles in various extracurricular activities. He served as the President of the Notre Dame Writer’s Club, where he channeled his creativity into crafting poems and fostering literary expression. Additionally, as Vice-President of the Gregorian English Club, he facilitated linguistic and cultural exchanges, further enriching his growth and that of his peers.
Arpan’s specialized skills lie in training, planning, and monitoring, which he has honed throughout his academic and professional journey. These skills underline his ability to strategize, implement, and oversee projects with precision and efficacy.
Beyond his professional pursuits, Arpan finds solace and inspiration in artistic endeavors. He is an ardent writer of poems, a devoted music enthusiast, and an avid reader. These interests showcase his well-rounded nature and capacity to find beauty and insight in various forms of expression.

Afifa Sultana

In October 2023, Afifa Sultana joined CReLIC (Climate Resilient Local Infrastructure Center), LGED, as an Assistant Engineer.
Afifa Sultana is a driven and accomplished professional with a passion for engineering and a zest for exploration.
With a keen interest in science and technology, Afifa pursued her undergraduate degree at Shahjalal University of Science and Technology, where she immersed herself in the world of engineering. Upon graduating, she embarked on her professional journey, joining the Local Government Engineering Department (LGED) in May 2021 as an Assistant Engineer. In this role, she dedicated herself to ensuring the development and maintenance of essential infrastructure, contributing to the progress of her community.
Afifa is not only committed to her professional growth but also to continuous learning and development. She has received extensive training in various areas, including Basic Foundation Training, Asset Management, PPR and e-GP, e-CMS, Failure Analysis, and Climate Resilient Infrastructure Materials. Additionally, she is proficient in utilizing tools such as CRT, enhancing her capabilities to address diverse challenges in her field.
Beyond her professional pursuits, Afifa enjoys traveling, allowing her to explore new cultures, landscapes, and perspectives. Her adventurous spirit fuels her creativity and enriches her life experiences, shaping her into a well-rounded individual.
